Received his legal education at the Universities of Heidelberg (Dr. iur., 1980) and McGill University (LL.M. 1976); Assessor (bar) qualifications Stuttgart 1980.
From 1982 to 1995, Legal Counsel of the International Air Transport Association (IATA), Geneva/Montreal, responsible for aviation law, competition and anti-trust law issues.
From 1995 to 2004, Director of the Legal Bureau of the International Civil Aviation Organization (ICAO), Montreal, responsible for all ICAO legal matters. This included, inter alia, the modernization of the Warsaw Convention System on air carrier liability, resulting in the adoption of the Montreal Convention of 1999, and the development of the Capetown Convention of 2001.
From 2004 to the present, Consultant/Air Law Expert to ICAO involved in a number of ICAO projects and programmes, including the establishment of the new International Registry for aircraft equipment, the Cooperative Aviation Security Programme – Asia-Pacific and other international projects.
Member of the Board, Institute of Air and Space Law Centre for Research, McGill University. He has lectured and published widely and is a member of numerous professional associations.
