Graduated from Wuhan University, China, obtained an LL.M. from the Institute of Air and Space Law, McGill University, Canada and Ph.D from the International Institute of Air and Space Law, Leiden University, the Netherlands.
Before joining ICAO, Third Secretary in the Ministry of Foreign Affairs of China. Joined ICAO’s Secretariat in 1996 and has been assigned to work as Assistant Secretary, Deputy Secretary or Secretary of various ICAO legal meetings. ICAO representative for a number of United Nations meetings. Member of the UN Counter-Terrorism Implementation Task Force.
Teaching air law and international law in the Civil Aviation University of China, the Institute of Air and Space Law, McGill University and the International Institute of Air and Space Law, Leiden University.
Member of the International Institute of Space Law. Vice-President of the International Law Association, Canadian Branch. Member of the Advisory Board of China Air Law Society.
Author of a number of publications, including a book “Aviation Safety through the Rule of Law: ICAO’s Mechanisms and Practices” (Kluwer, 2009). Member of the Editorial Board of Annals of Air and Space Law, McGill University.
