International Civil Aviation Organization (ICAO)
Educated at the Institut d’études politiques de Paris and holder of a Masters Degree in Law as well as a post graduate Diploma in International Law from the University of Paris. As a French civil servant, he has occupied several diplomatic posts abroad, in Europe as well as in South America. A diplomat but also a lawyer, he served over a period of twelve years in the Directorate of Legal Affairs of the French Ministry of Foreign Affairs where he dealt, inter alia, with the European law and air law. His last assignment was Director of International Law. In this capacity, he has been involved in various UN conferences and meetings.
Has taught public law as well as international law and European law at a number of French institutions, such as the Institut d’études politiques de Paris, the University of Paris and the École nationale d’administration (ENA).
Author of numerous scientific articles published in legal magazines.
Joined ICAO as Director of the Legal Bureau in May 2004. Since November 2008, Mr. Wibaux has been assigned additional functions. He is now Director of the Legal Affairs and External Relations Bureau. In ICAO, he has been the Secretary of many international meetings working on the development of international air law. He will be the Secretary of the Diplomatic Conference to be convened in Beijing, China from 30 August to 10 September 2010 to consider draft instruments to amend The Hague Convention of 1970 and the Montreal Convention of 1971.
